Talents are the main body of innovation,and scientific and technological talents are the core force of technological innovation.Nowadays,China has turned to the stage of high-quality development,and the core position and leading role of innovation in China ’s modernization construction have become increasingly prominent.The 14 th Five-Year Plan and the 2035 vision outline emphasize the core position of innovation in the current development stage,and propose to stimulate the innovation vitality of talents and build an innovative country.At present,it is also the era of rapid development of digital economy.With the rapid development and wide application of digital technology,digital economy has promoted the profound change of social production mode,which has the economic effects of improving the matching of market supply and demand and improving the efficiency of resource allocation,and optimizes the innovation environment of scientific and technological talents.Therefore,under the background of digital economy development,it is of great practical significance to study the new characteristics of the impact of scientific and technological talents agglomeration on regional innovation ability,so as to improve the innovation vitality of scientific and technological talents and build an innovative country.Based on the purpose of this study,this paper mainly studies the following four aspects.First,sort out the connotation and measurement methods of scientific and technological talent agglomeration,digital economy and regional innovation capability at home and abroad,and then analyze the influence mechanism of scientific and technological talent agglomeration,digital economy and their interaction on regional innovation capability based on the understanding of connotation and measurement methods.Hypothesis 1,the agglomeration of scientific and technological talents has a ’ marginal effect increasing ’ positive impact on regional innovation capability.Hypothesis 2,digital economy plays a positive role in regulating the impact of scientific and technological talent agglomeration on regional innovation capability.Hypothesis 3,due to the diffusion effect,the agglomeration of scientific and technological talents is conducive to the improvement of innovation ability in neighboring areas;or because of the polarization effect,the agglomeration of scientific and technological talents is not conducive to the improvement of innovation ability in neighboring areas.Secondly,on the basis of synthesizing the existing research,the evaluation index system of digital economy comprehensive development is constructed from three levels :digital foundation,digital output and digital application.The principal component analysis method is used to determine the weight of 14 evaluation indexes.Finally,the comprehensive development level of digital economy in each provincial region of China from 2011 to 2020 is calculated,which provides data basis for the next empirical analysis.Thirdly,the provincial panel data from 2011 to 2020 in China are used to empirically test the three research hypotheses.Through the establishment of panel quantile regression model,adjustment model and spatial Durbin model,the positive impact of ’ increasing marginal effect ’ of scientific and technological talent agglomeration in Hypothesis 1,the adjustment effect of digital economy in Hypothesis 2 and the spatial spillover effect of scientific and technological talent agglomeration in Hypothesis 3 are tested respectively.Finally,it is concluded that hypothesis 1 and hypothesis 2 are established,hypothesis 3shows that ’ diffusion effect ’ and ’ polarization effect ’ are offset,and the spatial spillover effect of scientific and technological talents agglomeration is not significant.Fourth,based on the analysis of the current situation of China ’s digital economy,scientific and technological talent team and regional innovation and development,and the conclusion of empirical research,this paper puts forward some policy suggestions,such as building a scientific and technological talent gathering area,giving full play to the scale effect,strengthening the construction of digital infrastructure,promoting the intelligent upgrading of enterprises,and improving the digital talent training system.
