Institution And Institutional Change In The View Of Network

The institution is the foundation of the stability of the social order,and it is also the key factor affecting the economic performance.At present,our country is in the historic juncture of social transformation,and it is urgently needed to support the effective system theory.One of the core issues that the author pays attention to in this article is why the system changes,or what is the factors that affect the institutional change.Previous scholars have given different answers from different perspectives,such as political economics,natural determinism,psychology or cognition,neoclassical economics and game theory,but these answers are not satisfactory to me.The author puts forward a new perspective to understand the system--the perspective of the network,the system as a complex network system connected between a multi subject and subject to input and output mode,the output of each subject are subject to the influence of the input function,can be used to depict the relationship between the input and output variables,and The state of the whole system can be expressed by the output state of all the subjects.The reverse causal reasoning based on the idea of providing method of output variables and the relationship between the input variables of a comb system,using this method,the relationship between the input and output of all the system,can be expressed in a form function,the mathematical model of a system is made up of these functional relations.Based on the dissipative structure theory and the analysis of the functional relation of the system,the author summarizes the two factors that affect the institutional change,the negative entropy flow and cognition.In this paper,the system is considered to be a dissipative structure system,and its equilibrium needs the external input of the negative entropy flow.The negative entropy flow in the system system refers to the value or the economic value.For every subject in the system,only when the value of consumption and the value of input are equal,can the system maintain its current state.Cognition is the main source of institutional change.All factors that can lead to institutional change must first act on the cognition of the subject.Only by changing the cognition of the subject,can the system change.The author applies the system analysis method and theory based on the network perspective to the analysis of Chinese medical insurance system,and the specific object of analysis is the basic medical insurance system of Jiujiang employees.At the same time,the game model is also used to analyze it in order to make a comparative reference.The results of the analysis indicate that the theoretical analysis is highly consistent with reality in terms of the equilibrium of system and the expectation of the operation of the system,which validates the validity of the research perspective,analysis method and theory to a certain extent.Finally,this paper puts forward some policy recommendations related to the medical insurance system,and discusses the two philosophical issues involved in the institutional change.Policy recommendations include:relief fund payment pressure,increase the insured hospital proposal to curb conceit medical burden tendency,to establish the diagnosis and classification system the Medicare payment reform,commercial health insurance agency basic medical insurance business risk warning,Shenxing pharmacy trusteeship recommendations.The two philosophical problems discussed in this paper are as follows:1)is institutional change a path dependent?If it is path dependent,can we think that the path and result of institutional change are predestined?In the process of institutional change,is there no space for people’s subjective initiative?2)if institutional change is not entirely path dependent,people’s rational design can influence and intervene in institutional construction.Is human rational ability enough to ensure that this influence or intervention can make the system change to the right direction?...
