| The social transformation period is a period of frequent occurrence of various contradictions and frequent crisis events.As a typical emergency public health event,the prevention and control performance of the new crown pneumonia epidemic directly tests the national organization and command capabilities and the emergency decision-making and governance capabilities of the grassroots government.As an important part of the emergency public health incident management system,the institutional system is directly related to the modernization of the national emergency management system and governance capabilities.As far as the last mile of the national epidemic prevention and control is concerned,the actual effects of various institutional arrangements for rural epidemic prevention and control directly affect the orderly development of the local economy and society,and always affect the national epidemic prevention and control strategic deployment and resource allocation.This involves several important issues.What are the operational logic and mechanism of the rural epidemic prevention and control system? How can its formal and informal systems work together to promote grassroots epidemic prevention and control work? Why are some institutional arrangements that can be "rooted" and institutionalized and promoted,but some are put on the shelf and no one cares about them? How should the institutional resilience demonstrated by its institutional arrangements be explained mechanically?These thoughts constitute the problem direction of this research.Based on field investigations in Baihua Village,Supu Town,Qianxi County,Bijie City,Guizhou Province,and Haohuahong Village,Haohuahong Town,Huishui County,Qiannan Prefecture,this study obtained a large amount of first-hand materials through questionnaire surveys and structured interviews.And research data.At the same time,this study takes into account factors such as theoretical suitability,system temperature,element independence,explanatory power,and other factors,and expands and modifies the traditional IAD framework,and analyzes how multiple actors choose under the institutional framework Reasonable action strategies achieve the behavioral logic of interactive results,and focus on the institutional resilience and effectiveness of rural epidemic prevention and control.In the empirical research part,the study is based on the survey data of 248 questionnaires,taking institutional supply,institutional resilience,institutional interaction,institutional effectiveness and institutional perception as external latent variables,and establishes the initial structure of the resilience and effectiveness of rural epidemic prevention and control.Equation model,the initial model is revised according to the revised index,and the final model is obtained,and the maximum likelihood method is used for parameter estimation,confirmatory factor analysis and structural equation path test.The research found:(1)Based on the survey of two typical villages,it can be seen that the new crown pneumonia,risk society and institutional rules constitute the external variables of rural epidemic prevention and control,and the action scenarios and actors constitute the action stage for rural epidemic prevention and control.Evaluation criteria and efficiency output constitute its interactive mode.The interaction of different elements together promotes the improvement of the effectiveness of rural epidemic prevention and control.The mechanism explanation can be summarized as the participation of multiple subjects,the interaction of system and situation,the coordination of policies,the efficient supply of resources,and the linkage of organizational levels;(2)Empirical evidence Studies have shown that in the context of rural epidemic prevention and control,institutional supply positively significantly affects institutional resilience,institutional interaction has a positively significant impact on institutional resilience,institutional resilience has a positively significant impact on institutional effectiveness,and institutional effectiveness has a significant impact on institutional perception;(3)Combined case The results of research and empirical research are not difficult to find that the contextually expanded IAD framework has strong explanatory power and contextual fit.It can not only analyze how various institutional arrangements complete institutional tasks,but also explain the background of epidemic prevention and control in rural areas.Under the circumstances,how institutional resilience can improve institutional effectiveness,and then promote the public’s institutional perception.This study also has the following shortcomings: First,in terms of framework selection,in the special circumstances of public health emergencies,organizational structure,system design,program selection,interest preferences,action strategies,etc.are quite different from traditional scenarios.Whether the IAD framework still has explanatory power is worthy of further discussion;second,in terms of the representativeness of the conclusions,although this article explains the typicality of the case,it is subject to the inherent shortcomings of the case study,that is,it is easy to form a research "individuality" rather than a research "commonality.";Thirdly,in terms of data validity,this study reports the structural validity and convergence validity of the structural equation model,but the discrimination validity among many latent variables is still worthy of further improvement,so as to enhance the scientificity and validity of the conclusions.In terms of vision and outlook,a series of issues such as how to improve institutional resilience and institutional effectiveness,how to create resilient villages in the context of emergency situations,and how to take advantage of the resilience advantages of various institutional arrangements are all worthy of further discussion. |
