Greenhouse effect means the phonomonon of Animal,haman and machine generate too much greenhouse gas such as Carbon dioxide,methane,chlorofluorocarbons.And then,it cause that the energy of sunshine can not be evacuated effectively.The drought and flooding continuely occurs because the greenhouse effect influences the global climate which is changed severely in recent years.In order to slow down carbon dioxide emissions which is generated by people,Carbon reduction is in the current global attention.For handling this problem,the government in the world set up carbon tax mechanison and set up the goal to return their carbon emission volume should return to the level in 1990.According to reliable statistics information,Taiwan average annual carbon dioxide essision volume is three times to the world average annual carbon dioxide essision volume.In order to reduce carbon dioxide emissions in Taiwan,Taiwan also develops carbon reduction master plan and makes ten benchmarking programs to cover all of Taiwan carbon reduction dimension.In the entire above dimension,carbon emissions volume about transportation is very huge because transportation tools are required to be used per day for citizens in Taiwan.So the government can aim to achieve carbon reduction goal in the transport dimensions by implementing various traffic policy.For example,encouraging public transport tools policy,subsiding to buy low-carbon-emission electric motor vehicles and bicycle policy,high-carbon fuel cars locomotive aggravated tax policies etc,all of above policies have encountered to achieve carbon reduction benefits.It is strictly necessary to reach the various transport carbon reduction policy analysis in order to approach expect carbon reduction benefit in the desired side effect under the limited human and material resources which the government can provide.The purpose of this research is to study the effects of various transportation policies in reducing carbon emissions.The research content mainly collects relevant information in the three metropolitan areas of Taipei,Taichung and Kaohsiung(including the personal information and economic growth rates of various types of commuters,commuting Population,number of public transportation vehicles and other relevant statistics),and then use system power tools to simulate the carbon reduction effects of various policies to explore the evaluation of various single transportation policies and composite transportation policies in the special political and economic context of Taiwan.In order to provide government-related information,statistical tools are used to analyze management rules that affect the willingness of people in Taiwan to implement energy-saving and carbon-reduction behaviors.System power tools will analyze the long-term energy-saving effects of various single transportation policies and composite transportation policies.Carbon reduction effect,and the empirical information of simulation is provided to the government as a reference when formulating and implementing transportation policies.Therefore,one of the focuses of this study is the willingness and reasons of the people in Taiwan to save energy and reduce carbon emissions.Only by providing incentives can the people in Taiwan be induced to save energy and reduce carbon emissions.The fundamental means of the government’s various transportation policies is to provide incentives and incentives.The people in Taiwan voluntarily save energy and reduce carbon emissions before they can achieve the policy goal-"reduce greenhouse gas emissions."According to the simulation results,carbon reduction effect order of each transport policy is car limitation policy,gasoline taxation policy,bus freight subsidy policy,subway freight subsidy politics,bus subsidy policy,motor vehicle subsidy policy.Car limitation policy and gasoline taxation policy can generate a hung amount of arbon reduction effect by transfer the behavior of car owner.But this two kinds of policies will generate a lot of opposition opinion of citizen.So some supporting policy should be executed before execute this two kinds of policies.Motor vehicle subsidy policy can generate enough carbon reduction effect.Maybe the commuters will comsider a lot of dimension to decide the tool which will be used to transported.Such as the volume of charging stations,service stations and the performance of electric vehicles,price is just one kind of dimension which is used to decide the tool which will be used to transported.Each transport policy can possess some carbon reduction effect.The senergy will not be easy to generate by join executing the transport policies.But the carbon reduction effect which is genetated by government when government jointly execute transport policies is huger than the carbon reduction effect which is genetated by government when government only execute single transport policy.The more transport policy executed by government,the higher carbon reduction effect.The carbon reduction effect has the limitation when government execute each kind of transportation policies.It is because some commuter can not given up to use car and motor cycle which is consider their job characteristics and transportation distance.On the other way,Each transportation tool also will generate some carbon if commuter use transport tool to transport.
