Local Government Research On Cross-regional Environmental Pollution Control Measures

With the development of modern society and economy,all kinds of public issues are no longer limited to a single administrative region,regional problems across administrative boundaries,this phenomenon is particularly prominent in the environmental pollution control.As water and atmosphere has a very strong liquidity,environmental pollution and ecological damage often to regional,basin forms,and the spatial distribution of administrative divisions and inconsistent,and cross regional pollution has become a problem of governance,its governance by traditional administrative divisions of the obstacles,there is a big conflict between the infinite and the diversity of administrative barriers and environmental pollution problems between different regions,the levels of government.In the increasingly close economic ties and regional integration continue to increase in the background,the local government in the face of the environmental protection work division and rule approach has been difficult to cope with the great challenge of regional environment,so the cooperation across the administrative regions of the government,the implementation in line with the law of regional and defense characteristics of the ecological environment,prevention and control measures to control.To improve administrative efficiency,improve the quality of the environment,to achieve environmental justice is essential.This research mainly adopts literature analysis,actual investigation and comparative analysis,Based on the existing domestic and international related research,this paper analyzes the present situation and difficulties of cross regional environmental pollution in the governance of local government cooperation,through in-depth analysis of its causes.From the aspects of laws and regulations,the construction of cross regional coordination mechanism,and the deepening of the system,including the fiscal system,assessment and accountability system,and the system of ecological compensation,the paper puts forward some suggestions for optimization.Discusses the strategy and path of local government overall cooperation governance cross regional environmental pollution.
