| The COVID-19 is a major public health emergency in the world in the past century.As of 24:00 on May 22,2022,the number of confirmed cases of COVID-19 infection in the world has exceeded 525.58 million,with a cumulative death of more than 6.27 million.The United States,with a developed medical system,has the largest number of confirmed cases,with more than 83.28 million and a cumulative death of more than 1million.However,the number of confirmed cases in Chinese mainland is22332,with a cumulative death of 5223,mainly in the early stage of the epidemic.In general,China has achieved remarkable results in the prevention and control of the COVID-19,becoming the country that has done the best in the world in the prevention and control of the COVID-19 epidemic,and has won the affirmation and praise of the vast majority of countries and people in the world.However,we are also soberly aware that if the worldwide COVID-19 is not effectively controlled,it is difficult to completely eliminate the spread of COVID-19 in China.Summing up the experience of the Chinese government,especially local governments,in dealing with the COVID-19 will not only provide a theoretical basis for the next stage,but also for the prevention and control of major epidemics in the future.The government’s decision-making risk management of major epidemics is an important part of the modernization of the national governance system and governance capacity.The quality of the government’s decision-making risk management of major epidemics is an important embodiment of the strength of the national risk management capacity.In the process of the prevention and control of the COVID-19,local governments in China are the backbone of the prevention and control of the COVID-19 epidemic,and the decision-making of local governments on the COVID-19 epidemic is the key.What are the decision-making risk factors faced by local governments in the decision-making process of the COVID-19? How do these decision risks evolve? How is it managed? These are the three basic questions to be answered in this paper.Existing studies have shown that the government decision-making risk governance model can be summarized into two governance models: one is the government led closed governance model,that is,the government led single governance model,which is mainly manifested in the unity of decision-making subjects;The other is the open governance model led by the government,namely the collaborative governance model,which is mainly manifested in the diversity of decision-making subjects.The investigation found that the local governments in China adopted a government led collaborative governance model in the decision-making process of the COVID-19.The research contents and innovations of this paper: firstly,through the interview materials of the prevention and control of the COVID-19,this paper adopts the grounded theory method,constructs the risk factor structure model of local government’s major epidemic decision-making through category refinement,and makes a systematic and Empirical Analysis on it by using the epidemic investigation data,so as to realize the identification of local government’s major epidemic decision-making risk.Secondly,using the research method of system dynamics,this paper simulates the evolution process of local government decision-making risk of major epidemic situation,and obtains the general law of local government decision-making risk evolution of major epidemic situation.Finally,based on the collaborative governance theory,the collaborative governance process of decision-making risks of major epidemics of local governments is revealed,and the effectiveness of collaborative governance of decision-making risks of major epidemics of local governments in China is demonstrated in combination with the analysis of the COVID-19.The main conclusions of this paper are as follows: first,the risk factors of major epidemic decision-making of local governments include information system risk,consulting system risk,central system risk,execution system risk and supervision system risk.Second,information system risk plays a leading role in the initial stage of major local government epidemics,but with the development of major local government epidemics,its role gradually declines and its performance is no longer sensitive;Thirdly,the evolution process of local government decision-making risk of COVID-19 is simulated through system dynamics.The risk target value not only has a positive impact on local government decision-making risk of major epidemics,but also has a sensitive response,while other parameters only have a positive impact,and the response is not sensitive.Fourth,through the analysis of the governance logic,governance structure,governance process and governance mechanism of local governments’ decision-making risks of major epidemics,it can be seen that the promotion of the party’s leadership,the coordinated mobilization with Chinese characteristics,the socialist core values and the new national system are the four magic weapons for local governments’ decision-making risks of major epidemics to achieve results. |
