Research On Joint Prevention And Control Mechanism Of Local Government In Major Public Health Emergencies

The COVID-19 outbreak,which began in early 2020,has spread quickly to countries around the world,triggering a major public health security incident around the world.This major event shows the characteristics of far-reaching impact,serious harm and large time span,which not only seriously endangers the health and life safety of people of all countries,but also puts forward higher requirements for the daily governance work,but also brings a great test to the scientific and effectiveness of its emergency management mechanism.Specifically in China,the local government is the core component of the national governance system,and also the key link of the emergency management system,so its management level is determined to a large extent The overall level of national governance achieved.Driven by the institutional reform,although the administrative efficiency and management level of local governments have been greatly improved,which fully ensures the response level of all kinds of public emergencies,there are still many problems that have not been effectively solved,which has caused adverse effects on the effect of emergency management.In view of this objective reality,the research work of joint prevention and control mechanism will show significant theoretical and practical value,and show significant significance for improving the governance capacity and emergency response capacity of local governments.This paper takes COVID-19 outbreak response in S city of Guangdong province as an example,adopts text analysis,interview and comparative analysis,combing the operation situation of spreading mechanism of S city in COVID-19 outbreak zone,including four aspects: building the outbreak zone spreading organization system,treatment of epidemic prevention and control information,adjust measures to local formulate prevention and control,emergency plan and implement multi-sectoral linkage with the disposal mechanism and so on.However,through interviews and analysis,there are still some problems in the joint prevention and control mechanism of COVID-19 in S City,such as fragmented functions and unclear division of labor,deviation in information dissemination,weak operability of emergency plans and unclear allocation of responsibilities.These problems are caused by unreasonable function allocation and integration mechanism,imperfect information sharing mechanism,lack of behavior coupling mechanism and imperfect responsibility sharing mechanism.In combination with the practical situation of S city as well as the analysis,the local government needs to improve the functions of configuration and integration mechanism,improve the information sharing mechanism,establish behavior coupling mechanism and optimize the responsibility sharing mechanism to optimize major public health emergency zone spreading mechanism,accelerate the social management system and management modernization,and provide reference for constructing scientific and efficient emergency management system of major public health emergencies.
