The COVID-19 is the most serious public health emergency in recent years.Chinese government has been taking an active anti-epidemic strategy.The epidemic has not been fully and effectively curbed for an extended period,and the epidemic is still showing scattered and spreading outbreaks.Since the outbreak of the epidemic,the social public emotion has often been unstable,the negative public opinion on the Internet has increased,and the psychological problems of the people have gradually increased.The government ’s excessive reliance on systems,rules and technologies for epidemic prevention and control has led to the loss of guiding role of value rationality behind rigid governance means,the neglect of the emotional dimension in epidemic governance,and the frequent occurrence of secondary risks of the epidemic,which has always been trapped in a single governance model.Paying attention to the emotional role of people and attaching importance to the dimension of emotional governance can help the government explore emotional strength in the epidemic,build a resilient society,and practice the goal of good governance of rule by morality.Since the outbreak of COVID-19,a series of emotional problems have appeared in the public.At different stages of the epidemic,the public has differentiated negative emotions for different epidemic situations and government prevention and control behaviors.These negative emotions are constantly brewing,infecting,interacting,and transforming in certain scenarios,and in their evolution reflect the negative emotional governance issues in the government ’s epidemic prevention and control in terms of emotional response,emotional supply,emotional correction,and emotional mobilization.In view of several kinds of practical problems,this paper believes that the deeper reasons can be analyzed from the aspects of the governance difficulties of the epidemic itself,the disembedding of the value of social emotional governance,the stagnation of emotional communication between the government and the people,the insufficient accumulation of positive emotional resources,and the absence of public participation.In terms of countermeasures,the mutual construction of epidemic prevention and negative emotional governance can be used as the root solution,promote the return of emotional governance value as the further improvement of governance concept,make up for the emotional governance practice in the government ’s epidemic prevention and control with specific emotional governance methods,and call on the public to participate more in the autonomy of emotional governance,so as to promote the good operation of negative emotional governance activities in the government ’s epidemic prevention and control,and improve China ’s epidemic prevention and control system and governance capacity.
