China is a country in which geological hazards are highly prone. Most geological disasters are caused by certain triggers, especially the meteorological factors. If we can by means of geological disasters of meteorological factors in real-time monitoring, and study geological disasters caused by meteorological factors on the law deeply, it will greatly improve the real-time monitoring and early warning of geological disasters, the initiative for regional warning and forecast of geological disasters have important guiding significance.In this paper, combined with the occurrence of geological hazards prone factors and precipitating factors, we use the model of regional geological-the coupling of meteorological warning of geological hazards model to study. With the system, we imply the geological disaster weather warning information management and maintenance of automation, information transmission and dissemination of network, information analysis and processing model, information services and decision-making and visualization problems are discussed.In this paper, we introduce and analyze DSS and GIS in detail. With combining of GIS and DSS, DSS based on GIS is coming into being. In the same way, we combine the knowledge of Geological Hazards Meteorological Warning, we finish developing the system of Geological Hazards Meteorological Warning Decision Support System Based on GIS.Firstly, we discuss the design of database and model library. After that, we design the reasoning model and its modules.Besides, we present the framework. Based on the function and requirement of the system, the system is divided into several function modules. Taking advantage of the ability of managing spatial information of GIS and associate decision of DSS, and integrating the knowledge of Geological Hazards Meteorological Warning, we develop a new system, which is Geological Hazards Meteorological Warning Decision Support System.Finally, the prototype system for the system is realized. This paper deals with the scheme for electronic government data system for forecast of geological hazards, based on internet, WebGIS(MapGIS K9 IMS), and SQL Server. The anthor also discusses the software development constitution system, data transportation, net plat form, and governmental data, etc.
