Burst geological hazards such as landslide, mud-rock flow occur suddenly, and are difficult to foresight, and they are easy to cause heavy loses of the life and property for the people. We are still impossible to prevent and control the geological hazards completely at present, but it is necessary to know the elementary knowledge of the geological hazards burst, in order to take the effective prevention and control measure, or seek the adopted asylum the hazards and reduction motion at the right moment, reduce the economic loss and the personnel casualty. The burst geological hazards forecast early warning information system is one kind of information system which precisely establishes the early warning mechanism, enhances the government and people's emergency reaction ability, realizes the information prompt issue, reduces national and people's life and property loses. The early burst geological hazards forecast warning information system based on the WebGIS not only can use the powerful analyzing function of geographic information system, moreover it can better realize information sharing on the Internet, prompt propagation. This thesis mainly aims at the characteristic of the Zhejiang Province burst geological hazards, introduces artificial neural networks (SPV-ANN) algorithm and the geographic information system (GIS) technology, by analyzing the causes of the factor foundation of the burst geological hazards, we build a system based on the SPV-ANN forecast method and the WebGIS based burst geological hazards early warning information system, realizes the landslide (mud-rock flow) spatial and real-time forecast, thus provides effective auxiliary policy-making support method for hazards prevention and hazards reduction work in burst geological hazards.
