At present, the third round of the land use master plan is underway in China. Different from the previous two rounds, this round is planning to establish the database of the land use master plan. However, decision-makers in different levels need different scales of the land use master plan, however, GIS system, as a platform for construction of the planning database, often requires data to support different scales, which means a need for constructing different scales of planning database. This work is undoubtedly time-consuming, and may cause problems such as data redundancy, data conflicts and memory increases. Therefore, if we can construct only a large scale planning database, and then change it into a small scale planning database by map generalization, it will greatly reduce the problem above. This paper mainly studies the generalization from the planning database in town level (large scale) to the database in county-level (small scale). First, the theories about the map generalization of the land use master plan was analyzed; Secondly, according to the theories of the map generalization, the map generalization rules of the land use master plan based on the knowledge was established; thirdly, the key techniques for the map generalization of the land use master plan was analyzed, including the simple realization of land use planning process by ArcGIS and the complex process by MATLAB programming; At last, taking the town-level planning database of Xingzi county as source data to build an experimental system and carry out map generalization at the 4 scales of 1:10000,1:25000,1:50000 and 1:100000 respectively, then summarize and appraise the data generalization result for the four scales. The results show that the methods of map generalization in this paper are reasonable and successful.
