Earthquake is one of the main disasters that threaten the world. The great loss it brings is mostly in cities. Because of the development of urban places, the loss becomes greater than ever before. In the last decade of the 20th century, the Committee of International Decade for Natural Disaster Reduction appealed to take evaluation for the main cities ' ability for earthquake disaster prevention. In 1994, the Chinese government ask the main cities in China to get the ability to resist earthquake disaster at least intensity VI.A city's ability to stay security when earthquake happens is named as the ability for earthquake disaster prevention. Improving city's ability for earthquake disaster prevention is the objective of all earthquake engineering and researches. Establishing a method to evaluate city's ability for earthquake disaster prevention is not only the need to examine a city's earthquake security, but also the need to reduce the damage of earthquake disaster. The evaluation method of city's ability for earthquake disaster prevention is a topic with great enthusiasm in recent years.The method based on GIS is also a new task in this research. As a combination of information technology and geographic application, GIS gets more and more attention.WebGIS, OpenGIS, 3DGIS became the orientation of GIS applied in city's earthquakeprevention. On the work of other researchers have done, these below were researched in this paper:(1) The weight and value of every parts of the city's ability for earthquake prevention system were all discussed in this paper. Some amelioration was made with the consideration of facts. Then a method evaluating city's ability for earthquake disaster prevention that was coincident with cities' facts and could be used in practice was gained.(2) Taking Pudong district in Shanghai as example, the author collected the information of every aspect, such as buildings, traffic.
