Earthquake is one of serious natural disasters, and often results in enormously lossesof casualties and property within extremely short time. Also, it induces secondary disasterand many social calamities in broadly sense. By applying GIS in the field of earthquakeresearch, it can improve the level of disaster prevention and reduction, and change the ideafrom static planning to the dynamic management.Based on the overall design of management information system (MIS), design methodand designing technique are introduced. Evaluation and decision-making models areestablished, the basic database is constructed, and the further development of MIS forearthquake resistance and disaster reduction is investigated. After mainly standardizing ofthe basic data, the data of earthquake resistance and disaster reduction is managed withGeodatabase of ArcGIS 8.3. The process of database construction is detailed analyzed, andthe further development of MIS is adopted with COM method (combined Visual Basic,VBA and ArcObject). The whole steps of system development are introduced detailedly.Through setting-up of the Geodatabase and integrated developing of every functionmodule, the management information system of earthquake resistance and disasterreduction is developed for dynamic analysis. In this system, it is convenient and fast toinquire about some basic state of city. Combining with various kinds of models, damage ofthe building, lifeline system, etc., can be rapidly calculated out and display in figure. Asthe change of the basic state, calamity data is updated automatically, thus realizecorresponding dynamic decision-making. According to this system, not only method, butalso technical sustain is provided for dynamic management of earthquake resistance anddisaster reduction. Furthermore, it makes professional planning to combine with citydevelopment.
