| At present there are some general problems in the application and universality of GIS in the world, such as data format. This paper aims at using advanced developing ideas and technical means to solve the existent data problems of GIS when carrying out system developing and design.The paper systemically explains the whole process of data analysis, data conversion and data import, and realizes the process using object-oriented method and component-based technology, hi practice of establishing fundamental Geographical Information System of JCity, general design is given to the system development first. Then class modules of system are programmed with the object-oriented language of Visual Basic. Finally the paper gives the evaluation about solving the system problems, and proposes some advice about development of Urban Geographical Information System software. Meanwhile, the paper makes some suggestion about the software development of fundamental Geographical Information System of J City.
