Flood Controlling and Commanding System must aggregate the flood cotroling information and space information, combine decision-supporting model with space analysis, In order to realize visible information and scitific decision. it would improve practicability of Flood Controlling and Commanding System greatly,if we apply GIS technique to Flood Controlling and Commanding System .The aim of this paper is to build Flood Controlling and Commanding System by integrating GIS , GPS and RS. It is expected to build the flood database which is the data base of Flood Controlling and Commanding System. Flood Controlling and Commanding System has built the Flood controlling vehicle attempering system which is based on GPS, the simulation of flood submerged area which is based on Hydrodynamic model, and the flood middle-long term forecast system which is based on gray model, besides its traditional functions, such as spatial information display, query, analysis, etc.In the previous chapters, this paper describes the status of research and development on Water Conservancy at home and abroad and state the problems of Flood Controlling and Commanding System and the significance of developing Flood Controlling and Commanding System Then, this paper analyses the technologies related to Flood Controlling and Commanding System. These analyses provide theoretic and technical bases for the development of "Flood control command system for Northwest river in GZ". Next, this paper brings forward the design of archetypal system and the realization of function modules. In the end, this paper introduces the application s in some industries and the prospect of the system .This paper is focused on the following technologies: 3S integration, spatial data collection, math modeling, wireless communication, and the fields of computer science and spatial information science .
