The construction of Flood control, concerning the stability of the society and the security of people's lives and properties, is of great significance. Due to the deficiency in integrating with Expert system and populating the regulation information via Internet, the traditional flood-control command system has to be improved and expanded to meet specific application requirements.Firstly, based on the theory of Mobile GIS and WebGIS, the author studies the feasibility and method of integration of Mobile GIS and WebGIS. Secondly, following the approach, the thesis realizes the integration by using the .NET technology. Finally, the integration is employed in the design and development of Flood Control Decision Support System of North River Grand Levee, with further examination for this integration being conducted.Specifically, targeting the key elements influencing the performance of WebGIS, the author designs and realizes a integrated WebGIS system, and concludes that the key of WebGIS is an efficient GIS server. On the basis of ArcIMS, the thesis builds a new map control by encapsulating its map service, with which the performance and speed can be improved efficiently. Then a new Mobile GIS method for intelligent terminal is created by using the same principle. On the basis of the above two technologies, the author realizes the integration of Mobile GIS and WebGIS successfully and sets up a new technique for Flood control command system. This new technique can fulfill the demand of practical flood control work.
