This paper includes two parts. Part one presents the reviews of technologies on electronic map and ENC (electronic Navigation chart). Part two discusses the design and implementation of the Electronic Chart Producing System based on the actual system development experiences.In part 1, we introduce ENC. The emphasis includes the background of ENC, the development of ENC and the actuality of ENC study. Then, wepresent the technology of the electronic map. The data structure and something about graphics display are discussed. At last, the standards of electronic navigation chart and some elementary researches about the technology of electronic navigation chart are introduced.In part 2, on the basis of the technology and theory of electronic map, this study develops one electronic chart producing system (ChartMate). Integrated with files from CARIS, files from MAPGIS and user-defined files, this system can provide a visual environment in which we can edit and manage the objects of chart. What' s more, this system can produce ENC data according to S-57.It is a successful application of GIS technology in maritime affairs.The achievements of this study include:(1) Organizing the graphics data and the attribute data seamlessly;(2) Building the topological relationship on real time;(3) Updating the continuous ENC data in turn;The system includes three functions: Input Function, Edit Function and Output Function. In this system, objects in the chart can be freely edited and Complex-Object, Group-Object can be produced conveniently. The output data accords with S-57 data standard.
