Regional planning is a research field with great sense of scientific research and practices; it is a fruitful method of optimizing resources, developing economy and improving the efficiency of regional activities. The methods of regional planning research also have the trend of integration, because of the regional planning problems always faced the geographical space and GIS(Geographic Information System) have its compact theoretical basis; On the other hand, the ultimate destination of planning is decision-making, so it is inevitably appeared the method of the integration of GIS and DSS(Decision Support System) to resolve the problems. At present, the true effective system with decision support function still not exists. Aiming at the limitation of present planning MIS (Management Information System), this paper will research the GIS-based regional planning MIS, with model base and database as the core, and application of specific regional object.On the basis of the research on planning management actuality and the main problem of existing system, based on the key technology issue of development system, bring forward the total research clew; depart from the basic feature of GIS and hallmarks of application system, combined with MapObjects main function and its data relation, bring forward the step of system development.Analyzed the main method and its relative merits of integration multisource spatial data, bring forward the method through data conversion integrated the data. Researched the integrated data method of OODM (object oriented data model), middleware frame and converted semantic by DD (data dictionary), ravel out the problem of data organization, format and semantic conversion in the process of data integration. Researched the conceptual model of planning database, analyzed the logical, flow and layer relationship of system data; on the basis of the research on storage and manage method of planning model, combined with the purpose of planning realization, bring forward the method through MBMS(Model Base Management System) realized the management of model. In depth researched the frame construction of MBMS, and analyzed the method of interface between model and database.Traversed the integrated technology of GIS, database and model base system, think out the tightness integrated precept of regional planning MIS based GIS; contemporary, think out the total function and frame of system, researched the redaction rule and content of planning metadata, designed the organizational structure of system data and organizational form of system classification data.Developed and realized the man-machine interactive system, database management subsystem, model base management subsystem and geographic information subsystem, realized the query, analyses, population forecast and spatial interaction applicative functional module.The research show that GIS can provides regional planning and regional construction with integrated services of multi-profession, multi-arrangement and multi-object features; improve the decision level, work efficiency and management. Its best merit is expand the function of spatial analysis and data management at the same time, and make the best of GIS and DSS (Decision Support System), reduced the development difficulty. So this method should be spread.
