Ocean is the invaluable wealth and the last space for the social sustainable development in the 21th century. The movement of international politics, economy, military, science and technology is difficult without ocean. The 21th century is the oceanic century. Therefore, many countries start the oceanic research upsurge in the world. In order to better understanding of the oceans and getting more rich energy and resources, acquirement, analysis, use and share of oceanic data becomes the first step for marine research needs.In the past ten years, the development of ocean-related technology of surveying such as aerospace remote sensing, buoy technology and multi-beam echo detection, results in a dramatic increase in marine date. Face to the challenges of a deluge of oceanic data storage, management, maintenance, analysis and sharing, GIS as a support technology containing the spatial data collection, storage, management, analysis, display, use and share, increasingly show its importance in the marine research field. Because of its measurement, as well as factors such as their own, marine data is different form the unique of land data. Marine data is dynamic, fuzzy type, time-space course, the regional distribution of the characteristics. Because of these characteristics of marine data, the oceanic data management, analysis and use are more difficult than land data.With the development of network technology, the concept of the proposed Grid and the combination of Web services technology and GIS technology provide the necessary technical support for the use and share of marine data. The traditional data share mostly adopt the service and data in the same server or in the LAN of centralized model, because of the mass of the marine data and regional distribution, there are all sorts of difficulties in the application of the traditional Web-GIS to disseminate and share data. Moreover, the marine data is time-space course, so that it is necessary to achieve the dynamic time-space express in marine data marine data visualization and analysis.Therefore, this paper takes a data of scalar field of marine data for example, to use ArcGIS Server dissemination distributed data sources by the way of Web Service, management, scheduling and use of the data sources on gird-based thinking, research the marine scalar field data of the time-spatial dynamic process Information Services System.
