Urban sewage temperature is stable, warm in winter and cold in summer, and has a huge amount, and accounts for a high percentage of waste heat energy, meanwhile, distribution of sewage resources in the region has the advantages, the use of urban sewage heat energy resource for heating and air conditioning has an important meaning for energy saving and environmental protection. However, with the absence of relevant laws and regulations, and without any reliable energy use rules to follow, the development of sewage heat energy use is disordered. This paper studies on methods and procedures of master plan and environmental assessment of utilization of sewage heat energy resource, which is conducive to the rational utilization of urban sewage.The exploration of sewage heat energy is the basis of accurate and efficient environmental assessment and scientific programming of sewage heat energy, this paper introduces exploration methods of sewage heat energy, including exploration parameters of urban sewage, exploration procedures, exploration implementation procedures and data processing and related requirements, which provides reliable protection for exactitude environmental assessment and scientific programming. Many factors affecting the sewage treatment are related to sewage temperature, available temperature difference of sewage is not only related to the efficiency of sewage treatment, but also related to the master plan of the use of sewage heat energy, which must be chose reasonably. This paper describes the temperature model of the sewage trench, and the assessment of the possible influence on sewage treatment which may be caused by the utilization of sewage heat energy, and gives the allowable temperature difference under the normal treatment of sewage and environmental protection, the impact on sewage treatment can be controlled by the both methods of gross control and local control.The utilization of sewage heat energy can reduce "heat island" of cities and make a significant contribution to prevent air pollution. In this paper, by two different methods, the energy saving and environmental protection benefits of use of the utilization of sewage heat are described systematically, in order to facilitate the needs of different people, this paper calculates energy savings and emission reductions under a variety of different conditions, and conducts a systematic evaluation of environmental protection benefits of the utilization of sewage heat energy.The amount of the sewage heat energy in different areas is different, before the programming use of the sewage heat energy; it needs to assess sewage heat energy reasonably. In this paper, it determines the maximum of sewage heat energy according to the maximum available temperature difference on the aspects of technology and environmental protection, on the basis of analysis of the supply radius of the heat energy, the needs of cold and heat capacity of buildings are derived, and it provides a basis for matching supply and demand of utilization of sewage heat energy. It assesses the economic benefits of sewage heat energy by the annual cost method, and provides the reference to work of engineers and supervision of relevant government departments.In this paper, the master plan and environmental assessment of utilization of sewage heat energy resource should be followed as the principles and procedures; it encourages rational use of sewage heat energy, while promoting standardization of the development of sewage water thermal energy.
