With flourishing development of national economy, petroleum consume has been increasing as basic raw materials year by year.In process of transporting and storing of petroleum, as the petroleum itself is flammable ,explosive and toxic, once it is on fire ,the accident of explodes or leakage take place, that will produce very great pollution to the environment ,and will cause the enormous economic losses to be even great casualties, so it is very important to ensure the petroleum to be transported and stored safely in the course. According to the safe actual conditions of transporting and storing of petroleum of our country and relevant rules, on the basis of investigating and analyzing harbor of Yizheng of Limited Company of harbor of Nanjing and harbor of Beilun of Ningbo, the text has analyzed the safe risk factor of transporting and storing of petroleum ,and then ,among them, the text has analyzed the safe risk factor of oil depot and influential consequential factor of the oil depot accident mode especially, and has set up more perfect invalid mode factor of oil depot and invalid consequential factor system, and has proposed the AHP-FUZZY comprehensive method of risk assessment of oil depot.On the basis of describing the commonly used risky analytical method and physics chemical characteristic of the petroleum in chemical enterprises, the text has analyzed accident source and accident type of transporting and storing of petroleum, and has defined leakage, type of the fire accident which happens in the course, when the petroleum is loaded and unloaded or stored.The oil depot is important facilities in the course of transporting and storing of petroleum, so the text has analyzed the incident of the oil depot especially on the basis of investigating and analyzing harbor of Yizheng of Limited Company of harbor of Nanjing and harbor of Beilun of Ningbo. Has introduced the workflow of the oil depot at first, and then according to the safe actual conditions of transporting and storing of petroleum of our country and relevant rules, has work out the safe check table of oil depot, and has carried on analysis to the oil depot safty with the safe check table method, and this guarantees the safe routine inspection of oil depot, should be carried out regularly. Then use the accident to set up the analytic approach to analyze the fire of the petroleum pipeline, leakage accident, the fire of the oil storage tank, explosion accident, and has made corresponding emergency measure.After introducing basic principle , step and routine method of risk assessment of oil depot, the text divides the factor system of the risk assessment of oil depot into: ? invalid factor of oil storage area of oil depot, ?invalid factor of loading and unloading area of oil depot,?invalid factor of the oil pump house and the petroleum pipeline,?the invalid factors of the position environment of oil depot and the auxiliary district and management biotope,(5)invalid factor of the safety system of oil depot, (6) the invalid consequential factor and discusses them. And set up the AHP-FUZZY comprehensive safe system of risk assessment of oil depot on this basis finally.Write the calculation program in Matlab and Microsoft Fortran finally, it is more convenient to use them. Among them, Have written the program of the analytic Hierarchy Process (AHP)to calculate one degree of coefficient value of the importance that every factor is correlated with in Matlab6.5;and have written the calculation program of fuzzy operation in Micro-soft Fortran Powerstation 4.0.
