Songliao Plain in Jilin province is one of the three gold corn belts in the world, so Jilin province, richly endowed by nature, has the natural advantage to develop corn planting. Both of the commodity volume and occupancy of corn per people of Jilin province have been the leader in China for many years. As an important backbone, corn industry had made great contributions to developing Jilin's agricultural economy, increasing peasants'income and stabilizing the supply of commodity grain. While with agricultural economy advancing towards a new stage in China and China entering the World Trade Organization ,the contradictions in agriculture are becoming increasingly acute and the pattern between supply and demand of corn has changed radically. Facing this reality that corn's supply is surplus relatively and a buyer's market has been formed, Jilin province need to change its growth type of corn production from qualitative growth into quality growth.In order to get rid of agricultural difficulty and to speed up the development of agricultural economy, it's our certain choice to turn corn's resource advantages into industrial competitive edge. If we use the experience of other agricultural developed countries and other provinces in our country for reference, we can see the processing of agricultural produce plays an important part in developing agriculture and the condition of the processing of agricultural produce has become a standard of agricultural development among different areas. As an industrial material and energy resource that can be regenerated, corn is called as "soft gold". Meanwhile, as a staple product, corn has the potential to increase its value because it can be processed several times. There are two ways to increase value of corn. One is to develop livestock husbandry and breeding industry; the other is developing corn processing industry. Corn processing industry of Jilin province emerged early, which went through starting phase, stagnancy phase and growing strength phase and has been one of the support industries in Jilin province.In recent years, the assessment system of environmental effect has been our country's important managing tool and many experts and scholars in this field are devoting theirseves to the study of the theory of assssment. Nowadays, people realize the significance of cleaner production in environmental assessment increasingly, but in practical work, the sections and chapters on cleaner production assessment lay much more emphases on the explanation of cleaner production theory, the selection of assessment targets and the utilization of the methods of assessment are not comprehensive and system awfully. Especially, there is no unified standard in cleaner production assessment of specific industries.Cleaner Production is defined as the continuous application of a pollution prevention strategy to the process of production through continuous improvement of management practices and technologies in order to enhance efficiency of resource utilization, to eliminate pollution emission and to reduce risks to human and the environment, which focuses on the unity of environmental improvement and economic benefits. Cleaner production assessment on projects can make clean raw and processed materials ,clean production technology and clean products be choosed in the plan of the projects. This kind of assessment can also decrease resource consumption and reduce pollutants from source. Therefore, cleaner production assessment on projects contributes to the projects'comprehensive decision, so the study of the methods of cleaner production assessment and setting up a perfect cleaner production system with a assessment model will have more and more meaningful and practically valuable. Cleaner production assessment on projects is an assessment which can judge the project's cleaning levels and the level of its key link by valuating the location of a factory, products and the whole production process, this assessment can also put forward appropriate cleaning production ways and measures aiming at the low-level link of the cleaning production.In this article, we discuss a new pattern of industrial manufacture called cleaner production which is in accordance with the sustainable development strategy. It expounds systematically on the background it occurs, the significance of promoting cleaner production, the content of cleaner production and the principal ways of paractising cleaner production, and present an appraisal method of cleaner production which called fuzzy-mathematic method of assessment. Subsequently, we take the glass industry as an example to discuss an microcosmical method of assessment of cleaner production. The targets selection of cleaner production is based on the Life Cycle Assessment theory of products. Life Cycle Assessment (LCA) is a tool which make quantitative analysis and qualitative analysis of the effect of a product, process and its entire life cycle on the environment. The aim of the assessment theory is to valuate the effect which the utilization of energies and substances and waste emission have on environment,and besides, the other aim is to search for and make use of an opportunity to improve our environment. At the present time, LCA has been widely responded and adopted in many countries. It is called the most vigorous and promising tool of environmental management in the 21 century. And the target which is choosed based on this tends to be more reasonable. At the same time, I replenish two important targets which are known as dexes-waste utilization ratio and economic effectiveness, which will lead the target system to the perfect.This paper holds the view that the downstream processing of corn industry of Wukeshu economic and technological development zone should perform the sustainable development, meaning that we should develop economy and the environment harmoniously. Now the economic and technological development zone should solve the problems of water and air pollution. According to the high-speed development of downstream processing of corn industry in Wukeshu economic and technological development zone, this paper puts forward the author's own view of air, water, noise and solid waste pollution prevention and eco-construction. This is an environmental plan in which economy and the environment develop harmoniously.I hope this paper will provide some valuable suggestions and information for the environment protection.
