With the development of the economy and society, the disputes over water pollution across the region arise. It not only affects the social production and people's living standard, but also exerts negative effect on the relation between different regions. The Trans-boundary problem of water pollution makes it impossible to solve by single regional government, and it is also improper for central government to solve. Therefore, the cooperation of regional governments is the must. In fact, some regional government has embarked on the practice of practical cooperation yet, there are still many problems to be solved.This paper analyzes the predicament of regional governments to cooperate with each other. Their unwillingness is caused theoretically by prisoner's Choice, and it is also caused by the absence of related rules and regulations, with the experience of solving water pollution home and abroad, this paper offers some thoughts on Trans-boundary water pollution by cooperation. Theoretically, to internalize the effect of water pollution from the perspective of cooperation, this paper proves that regional governments can cooperate with each other. Practically, to perfect the related system and regulation is very important.
