Studies On Construction And Environmental Influence Of Yizi Eco-industrial Park In Panzhihua Municipality

Eco-industrial park is a new industrial paradigm of 21th century. It p1ans and operates industry by using industrial ecology and circular economy. With the exchange of all kinds of flows including materials,energy and information etc,eco-industria1 park forms a mutually beneficial network. At the beginning of l990s the deve1oped countries started to p1an and construct eco-industrial parks. In our country, we embark on the construction of the third generation called eco-industrial park after constructing the first generation called economic technical development zone and the second generation called high and new technology industrial development zone.Panzhihua municipality is rich in mineral resources. It has found that sefstromite reserves of 9.66 billion tons. Titanium dioxide reserves of about 870 million tons, it is about 90.5 percent of the nation's reserves, 35 percent of the world total, and it ranks first in the world. In this paper, according to the circular economic theory, the author put forward a strategic thinking and location of industry on the basis of analyzing deeply the resources and socio-economic of the study area. It constructs a large ecological industrial cluster which is centering on the Panzhihua steel group. And it proposes the key projects to develop and construct in the future. Take the integration of industrial chain as a main line of the development of regional economies, and take the park as a carrier to promote the industrial enterprise centralize to the park. Take effective utilization of land resources to accelerate the process of large-scale, industrialization and large-cluster of industry. Develop iron and steel product manufacturing rapidly, extend the industrial chain, increase the advanced technology and added value of the products. To make the configuration which is extensive, resource-intensive, labor-intensive, high energy consumption, low yield and high pollution better. Achieve the clean production and decrease the source of the salvaged material inside of every member of the eco-industrial park. At the same time, set up the connection, cooperation and participation among members.
