Study On Total Amount Control Management Of Pollutants In Inner Mongolia

The conception of pollutants total amount control was brought forward in 1989. As the work of main pollutants total emission control and reduction、 environmental statistics and emission trading were carried out, pollutants total amount control has been integrated into all aspects of environment management, and has become one of the key means to control environment pollution. During the past 20 years, we tried to control the pollution, and the trend of environment deterioration has been controlled. However, the environment quality does not improve obviously. The pollution problems of haze、 water、soil and heavy metal have not been solved completely. With the rapid development of society and economy in China, people havestrengthened their environmental awareness day by day. And demands of pollutants amount control, which is one of the most important measures to improve the environment, have increased gradually. However, we scarcely study on the management of pollutants amount control, especially in Inner Mongolia. So this paper analyzed and discussed comprehensively the management of pollutants amount control, and put forward some effectively countermeasures, which is significantboth in theory and in practice. We wish it could be valuable to improve the management level of pollutants amount control in Inner Mongolia.This paper mainly studied on the total amount control management of pollutants,expounding the related concepts and theoretical basis.According to introducing the current situation of total amount control management in Inner Mongolia,we analyze the problems and the main causes of total amount control management.Drawing on the experiences of Domestic and foreign countries,we put forward some countermeasures to strengthen the total amount control management in Inner Mongolia.
