Qingxian oil pipeline is a long distance pipeline programmed and constructed forChina National Petroleum Corporation to collaborate with the west-east oil transmission and the resource allocation optimization strategic objective, which can also satisfy the crude oil export transport and can also attribution to the development of ChangQing Oil Field. The total longthen is 225.9km and the designed oil transport capacity is 300×104t/a.Based on the analysis of the necessity to construct the Qingxian oil pieline and the argumentation of oil transport process, the heating transportation was selected as the process of this pipeline, considerating of the nature and characteristic of the crudeoil. According to the landforms, hydrogeological condition and humanistic condition along the pipeline, two schemes were carrued out, the west and the east methods. After the contrast, the east method was chosen as the optimum one. According to theeconomic flow rate and the flow of each pipeline, we first carried out two pipe diameter schemes. After caculating the cost present value, the optimal diameter for theline is confirmed under the principle of minimum cost present value. Through the detailed hydraulic and thermodynamic calculation, the number and the location of the stations were ensured and the flow process of each station was also designed. After the equipment type selection and the intensity calculation, the main oil transport equipment and the specification of the steel pipeline were confirmed. When the investment estimation, economic parameters calculation , break-even analysis and sensitivity analysis were done, the economical evaluation of the scheme chosen was carried out.
