| With the development of economy and society and enhancement of scientific knowledge,many problems have been gradually accepted by all the international parties,which include the dangerous, universal,interrelated and global features from the ecological and environmental protection issues such as global climate change,biodiversity reduced,acid rain and etc,as well as the perspective that to solve the issues needs the international cooperation.In this context,the parties will accept the international cooperation of ecological environment protection as one of the basic diplomacy of modern international relations and international environmental foreign affairs.Based on the above-mentioned background,this paper elaborates the impact and status of the international cooperation problems of ecological environmental protection,analyze the obstacle of solving problems which mean six obstacles including the non-uniformity of North-South countries' opinion on the development imbalance,the maintenance of national sovereignty under the global environmental protection,issues of pollution transfer among Inter-state,the increasement of international environmental disputes,the impact of population growth on the environment bearing capacity,and the vicious circle from the poverty and environmental damage,based on this and combined the favorable conditions including the improvement and advantage of international environmental law,six proposals have been put forward which include the establishment of collective security mechanism of ecological environment,the establishment of "World Environment Organization",reform of the system of international environmental protection, promoting the environmental protection terms involved in the scope of the WTO trade dispute,speeding up the development of the market mechanism of environmental protection,and strengthening the environmental assistance and technology transfer to the developing countries.
