Cooperation Mechanism And Model Of Environment Protection And Poverty Alleviation In Karst Rural Area Of Guizhou Province

There is distributed karst of the largest area and the most widespread in China,which is leaded by Southwest karst area centering around Guizhou province that is one of the poorest area in China.The particularity and frangibility of karst environment,plus unreasonable human activities have caused environment retrogression that restrains local economic development.In recent years,Chinese government has been paying more attention to ecological rehabilitation on karst problems,especially technique departments organizes multidisciplinary and multi-sectoral cooperation and scientific researches.On the one hand,it gains lots of achievements in technique and rehabilitation model of ecological control and restoration.On the other hand,there lacks comprehensive consideration between rural environment and poverty of karst area,which makes hard to develop institutional communication and cooperation between environmental protection departments and poverty alleviation agencies.Based on "technique exploration of integrated rehabilitation on ecological retrogression system of karst plateau" and "cooperation between rural environment protection and poverty alleviation in Guizhou" from 2006 to 2008,the paper starts integrated thought on cooperation between environment protection and poverty alleviation from the angle of rural sustainable development in karst area. Firstly by building cooperation mechanism and model,break up the separation status of traditional government departments, it reallocates resources in an efficient way.Secondly,as the leading units,Environment Protection Bureau and Poverty Alleviation Office coordinate the relative departments, research unites and companies or enterprises to collaborate with the community members for environment protection and poverty alleviation.On basis of environment and economy opportunism,efficiency and fairness and equality theory, public goods theory,sustainable development theory,the paper adopts questionnaire survey,correlation analysis,action research to analyse karst rural poverty and environment,the status of environment protection and poverty alleviation for proving necessity of cooperation mechanism between rural environment protection and poverty alleviation in karst rural area.In addition,the cooperation mechanism will be built in ways of cooperation field,organization structure and department duties,and emphasis and cooperation mechanism will be designed according to the different features of environment and poverty in different area.Environment Protection Bureau and Poverty Alleviation Office play an important role and assume chief responsibility in promoting environment condition and sustainable development. The environment and poverty problems will be utterly solved only if environment protection and poverty alleviation are emphasized simultaneously,and correlate departments and social forces are efficiently integrated in the activities.
