Natural resource plays an important role in economic development in developing countries. Since the reform and open policy has been implemented for 30 years, China has been following the development mode that transfers the advantage of natural resources to the advantages of products and industries and then transfers to the advantage of the economy. It has been vigorously developing industrial clusters during that time. The emergence of industrial clusters has promoted the fast development of the economy. At the mean time, however, it has led to many negative effects, including frequency of ecological disaster, resource depletion and so on. People have gradually realized that only ecological restoration and resource protection are the basic conditions that ensure the survival of mankind. The government has paid more and more attention on environment protection as well. As a result of the large land area and specific regional characteristics, Chinese environmental issues have its own specific regional characteristics. In addition, as the main managers of the environment, local governments play a vital role in environment regulation, because they are situated between the central government and microeconomic level and thus could help to connect the two parties. As a result of the late start of China's market economy, the lagging behind of Political reform and the existence of the long existing local protectionism, local governments often run into all kinds of contradictions with respect to the environmental regulation. After describing the concept and the general theory of environmental regulations briefly, by using a combination of theoretical and empirical research methods, this article analyses and concludes the contradictions of environmental regulations of an industrial cluster of a town government - Dainan government. As regard to regional economic development and environmental protection, there are contradictions in environmental competitions between governments and in public participation in environmental protection. The article also studies the conditions that are needed to resolve the contradictions. And appropriate suggestions are promoted.
