Drilling is an underground construction which has high investment and high risk. Every component of drilling work may lead to different kinds and different levels accidents. When drilling accident occurred, Rapid-response rescue is the only way to prevent the accident spread and to minimize the damage. So, the right decision and perfect emergency rescue system is every important.When drilling accident occurred, in order to draw up a more reasonable rescue decision proposal, this paper developed a Decision Support System for Emergency Rescue for Drilling Accidents to aimed at the problem in emergency rescue for drilling accidents in our country today. This system is come from the actual demand of Oilfields Ltd and has comprehensive analysis of several kinds of drilling information. It also use Internet communication technology and GIS technology. The system supplies not only the function that managing and sharing the information about emergency rescue but also the function that decision support and quick-response for the emergency rescue.We use Browser/Server structure in this system, and have three levels of users, each level has its own permission, but all of them can share their rescue resource information by the system through the network if they want. In this paper, first of all, talked about the management and sharing of emergency preplan and rescue resources information; then analyzed the process of emergency rescue and its response system, on this basis make a study on the Command and Control of emergency rescue according to the process of emergency rescue. Through the key technology of emergency preplan digitization, counting the Optimal Path for Emergency Rescue, etc, decision support can be supplied to the conductor of emergency rescue, at the same time the conductor can control the emergency rescue through network.The Decision Support System for Emergency Rescue for Drilling Accidents which is this paper studied on has been applied to Yanchang Oil Field. This system has the features of convenient resource sharing and high efficiency of decision-making and rescue control. The application proved that this system can satisfied the requirement of Yanchang Oil Field for drilling accident emergency rescue.
