In recent years, with the rapid development of the economicconstruction, the urbanization is developing faster and faster, the urbanpopulation are more and more dense. In order to adapt to the demand ofthe development of urbanization, the development of infrastructure hasbeen improved, and old cities renovation projects of many cities in Chinahave been sped up. In addition, due to some different reasons,constructions are built and demolished frequently, causing many"short-lived" architectures. But behind the "short-lived" architectures.there were not only economic losses, but also waste of resources. How touse these construction waste has become a problem we must face.To promote the advance energy of circular economy in our country,there were nearly300representatives who had submitted the proposal torevise the "Circulation Economy Promotion Law" as soon as possible inthe third plenum of the tenth National People’s Congress,2005. Many ofthem proposed that china should accelerate the establishment ofevaluation index of circular economy, so as to provide support for thedevelopment of circular economy. During the congress, the professor ZhuTan (CPPCC national committee) even suggested that our country shouldaccelerate the establishment of planning environmental impactassessment index system of circular economy. In recent years, theNational Development and Reform Commission also proposed to takemeasures from four aspects along with eight measuresto promote thedevelopment of circular economy in China, and put forward that circulareconomy comprehensive evaluation index system is an important indexof circular economy. With the “Green GDP” coming forward, theintegrated environment and the economic accounting are involved in theNational Economic Accounting. The evaluation for our implementationof macroeconomic regulation is no longer confined to the growth of GDP,butpay more attention to the input costs of environment and resources economy.This thesis analyze the construction waste recycling methods andapplication status at home and abroad, and collect the comparison of thedifferences between china and other countries with the construction wasterecovery factors based on elaborating the theory of circular economy andthe research on the method of environmental economic assessment to doa field survey of construction’ present demolished situation. This thesisutilizes the construction budget sheet and experience coefficient methodto roughly estimate the output of construction waste respectively, appliesGlodon Graphics operand and rebar software to calculate project costsdirecting at specific instances of frame structures and steel structureconstruction projects, and also does summary calculation of maincomponent partial listing subtitle to get the unit area amount of buildingmaterials.This thesis characterizes and quantizes the environmental impactfactors of construction waste and count in the total life cycle cost in thefoundation of the cost and utility analysis. The evaluation ofenvironmental value bases on the list of environment influence value ofthe main building materials production activities of construction, andcombines with economic method of environmental value assessment andenvironmental impact of economic evaluation methods. Establish thetotal life cycle cost system according to the yield per unit area of theconstruction waste, and to build the bridge connecting the list ofenvironment influence and the list of project quantity. Realize the modelof environment effect on the cost and calculation with the characteristicsof list to list and account to account. Finally provide scientific data for thequantization of environment influence within construction total life cycle,and bring into the economic evaluation of project construction.
