The Learning And Countermeasures Of Chinese Low Carbon Economy From International Experience

In this paper, we are from the development trend of global climate changing and sustainable development of human society to analyse the realistic background of low-carbon economy, low carbon economy and the development of theoretical perspectives presented, the dynamic action of the international community and discussed in detail from Europe, United States, Japan and other developed countries and some developing countries in developing a low carbon economy specific practices and practical experience. As there is no significant progress in China's low-carbon economic development, also experience, policy, funding, technology are in infant stage, so it is necessary to learn from the country which is low carbon development and construction of the country, based on this, combined with China's specific national conditions, this paper discusses the strategy of developing low-carbon economy measures.This paper consists of four parts: The first part discusses the background of low-carbon economy and its significance, including historical background, content and the significance of low-carbon economy. The second part analyses systematically of China's present situation development of low-carbon economy, problems; mainly includes the achievements, the existing problems. The third part describes international experience of the development of low-carbon economy and enlightenment, including developed countries'main approach, some developing countries'practices and foreign experience in developing low-carbon economy, enlightenment. The fourth part according China's the development of a low carbon economy, discussed the strategic measures on China's development of low-carbon economy, including adjusting the energy structure, system innovation, technology updates, active implementation of energy conservation, strengthening of international cooperation, the level of public awareness, this is the key of this article, it is also the innovation of this article. So we accords the actual development of China's national conditions and requirements that we put forward the following suggestions: First, the government should step up publicity efforts to make all citizens aware of the importance of developing a low carbon economy and urgency; Second, we should mobilize all citizens to offer advice and suggestions for national development of low carbon economy laws and regulations ; third, to mobilize all citizens supervision enterprise development of the enthusiasm of a low carbon economy .Fourth to promote low-carbon consumers'consciousness of all citizens. Five to propose national carbon emissions as soon as possible to buy the system on carbon emission units or regions to issue carbon emission targets, exceeding the balance of some areas to buy carbon emission targets or units. Six to propose compensation law as soon as possible, protect forests and put the carbon economic into practice.
