In China, though we have made much progress in environment protection in the past years, deterioration of the ecological system in total is continuing and the system is much more vulnerable than ever, for example, contamination of water, air and earth is serious; the number of solid waste, auto-exhaust, persistent organic pollutants and heavy metals waste is growing; water and soil loss is critical; natural forest is decreasing; grass-land deterioration is severe; total energy consumption is increasing while utilization efficiency is low. The environmental problems gradually occurred during the past 200 years in the developed countries, now break out in China together. In 2002 when the first Environmental Sustainability Index (ESI) was disclosed, China ranked 129th among the global 149 countries and regions. In 2005 for the 2nd ESI, China was 133rd among 146. From the ranking above, we could see we have to brace huge environmental costs in the rapid economic development. Environment is the base for our human being's existence, and it provides us with the resources for our development. So it is the priority job for the government to protect environment, decrease contamination and contain deterioration of the ecology.Environmental statistics, as the fundamental and key part of environment protection, is an effective way for environmental monitoring and management, and also an important benchmark to learn the situation and check updates. Through the statistics, we could know the status quo of environment protection in a given region, the discharge and disposal of waste gas, waste water and solid waste, the degree of contamination, treatment result and ect. With good statistics, we could learn the effects of environmental management and development tendency, and provide better suggestions for the government in scientific planning, policy making and management of environment protection. Meanwhile, good statistics provides a solid ground for sustainable development strategy and social economic development planning. With the policy"Energy Saving and Emission Reduction"in progress, environmental statistics has become more important in policy making and supervision of emission reduction. Only with environmental statistics analysis could we learn the environment situation from qualitative to quantitative, and thus discover the connections between environment change and economic development. Based on above works, we could continue to recognize new problems and direct our work for better solutions. So in reference to other statistics in hands, we must improve the quality of statistics analysis, do a complete research to accurately reflect the real conditions of the environment, discover problems and achievements within our management, and give better advices for government to make decisions. Additionally, through statistics analysis, we could learn whether the relationship between environment protection and economic development is appropriate. And the local government will use the analysis to adjust its social economic planning.Environment Performance Appraisal is also an important part of statistics analysis. Environment Performance Appraisal is an open and effective methodology in environment management. It helps to enhance environment management levels and continuously improve environment performance. A complete appraisal is the precondition for an objective and effective environment management. The article is based on the system of environment performance appraisal, to evaluate pollution discharge of key industrial enterprises in Tongliao between 2007 and 2009. Based on screening rules, the key industrial enterprises are those businesses account for 85% of the pollution discharge, while the residual 15% takes the method of estimation. So we could say those key industrial enterprises represent pollution levels in Tongliao. Performance analysis for those key industrial enterprises is allocated into three categories: waste water, waste gas and solid waste. For waste water, we carry out our analysis on 1) discharge tendency for key industrial enterprises and its performance appraisal; 2) discharge tendency for key industrial enterprises classified by industry and its contribution rate; 3) discharge tendency for key industrial enterprises classified by region and its performance appraisal. For waste gas and solid waste, we follow the same logic like the one in waste water. By data analysis and performance appraisal, we draw our conclusions, and suggest to increase fiscal subsidies and to adopt motivation policy.
