At present, circular economy has become very popular in the international community, including in China. In our country, a growing number of local authorities have organized the circular economy planning. In this paper, to make the method of evaluation of Chinese circular economy planning more scientific and practical, Eco-efficiency was used to evaluate the situation of regional economic development. The thoughts of this paper were to introduce Data Envelopment Analysis (DEA) into the Eco-efficiency evaluation, and to borrow ideas from domestic and foreign scholars on the study of Eco-efficiency to establish an evaluation methodology of regional Eco-efficiency. Moreover, this study takes Liaoning Province as an empirical research.First of all, the theories of circular economy and sustainable development were introduced. Circular economy refers to establish a kind of circle mechanism in order to full use natural resources in human activities, and to bring human activities into the natural ecological environment, so as to achieve the dual purpose both developing economy and preserving the natural ecological cycle. The meaning of sustainable development theory is to meet the contemporary needs without compromising the needs of future generations to meet their own ability. Therefore, the circular economy is essentially reflected the economic theory of sustainable development.Then, based on the study of methods of DEA, three kinds of DEA models of calculating the Eco-efficiency were selected. The DEA method is a system analysis method developed on the concept of the'relative efficiency evaluation'. DEA models can be divided into different types in terms of different classification. After compared with different DEA models, the basic DEA model C2R, BC2, and the super efficiency DEA model SE-DEA were chosen, which were calculated the regional Eco-efficiency.Finally, the regional Eco-efficiency of Liaoning Province was studied. During this empirical study, the eco-efficiency data of each city was selected from the year of 2005 to 2009, and three classes of DEA models were also constructed, which are C2R, BC2, and SE-DEA. Consequently, It was found that the relative Eco-efficiency of Shenyang, Dalian, and Panjin were always effective during the period of 2005 to 2009, furthermore, the technological efficiency and scale efficiency were also achieved. The relative Eco-efficiency of Shenyang is the highest, reached to 2.91 of the model SE-DEA. To the other eleven cities which were invalid of Eco-efficiency, according to the analysis of the redundancy rate of the input indicators, the emissions of waste gas, the emissions of solid waste, and the Energy consumption of 10,000 Yuan's GDP are at a higher level, which may be the main reasons of leading to the relative eco-efficiency invalid. As a result, we can control the three factors mainly to effectively improve the Eco-efficiency.
