Aimed at the problem of less consider to human thought and problem solving in existing training system of switching operation, this paper introduces the meta-cognitive theory that is knowledgeable, politic and supervisory detailedly, and analyzes the instruction meaning in training system. The theory is concretely applied in training system of switching operation, and the training system of switching operation is designed. From analyzing the thought process of operator and simulating the self-control mechanism, the training process is designed. In this system, operation regulations and operation tasks are expressed by knowledge point, and the mastery situation of operator to knowledge points is judged and supervised by the system using fuzzy theory. According to the characteristics of switching operation training, strategies of training are designed and automatic choice to strategies of training is carried on using arithmetic. The system judges and instructs the process of training, which can heighten the operator meta-cognition level, perfect specialty knowledge, optimize operation tactic.
