In order to establish a well-off society all round, the Central Government made a great decision to reinforce the health work in rural areas in 2002, and proposed to set up New Cooperative Medical System (NCMS) which mainly covers all the rural population for their catastrophic diseases by the year 2010. Meanwhile the policy for NCMS stated that the central government and local government should be responsible for the rural participants with certain amount of fund, which has inspired the rural areas to set up NCMS widely. The pilot practice in many places proved that the NCMS is a better kind of social security system in rural areas which can help rural residents get rid of disease burden to great extent and prevent the return to poverty because of illness, meanwhile the NCMS can plays an important role in improving health equity and efficiency.In order to implement the national NCMS policy thoroughly, Weihai government has begun to push on the pilot projects of NCMS in all counties since 2003. To perfect the NCMS, we make an evaluation study on the impact of the NCMS on resident's intention. The thesis is only a part of the investigation on resident healthy condition in Weihai, which analyzes the impact of rural residents' intention to the new CMS and offers some relevant policy suggestions about how to keep the NCMS more popular and so guarantee sustainable development of the NCMS based on the analytical results.This field survey covers3 counties and 1 districts of Weihai. Firstly, all the townships in each county(district) are divided into three groups according to their GDP per capital: low, middle and high level groups; Secondly, one township is randomly selected from each group within each county(district); Thirdly, 4 middle-size villages are randomly selected from each sample township, separately from the front,the back, the left and the right; Fourthly,...
