Objectives: There were 5 million new cases of HIV infected in 2005 (more than half of them are between 15-24 years) in the world, with 6.5% increasing compared with new infected cases in 2003. The cumulative number of reported HIV positive cases was 40.3 million. In Asian, the total number of HIV positive cases was 8.3 million, 1.1 million were newly infected among them, and there was one fifth of HIV positive case appeared in Asian. By the end of 2005, the cumulative number of reported HIV positive cases was 144089, AIDS patients was 32886, and 8404 cases has been dead. At the end of 2005, the national estimate of the number of people living with HIV was 650,000, AIDS patients was 75,000. In 2005, there have 70,000 (between 60,000~80,000) newly infected HIV/AIDS, and 25,000(20,000~30,000) died of HIV/AIDS. HIV voluntary counseling and testing (VCT) is one of effective measures to AIDS prevention and care. VCT service can make more HIV positive people know their HIV status, encourage them to change risk behaviors, and provide early care for HIV related diseases, on the other hand, VCT service is the entry point for HIV positive people to accept service on AIDS prevention, treatment, psychological support, and care.
