Research On Voluntary Counseling And Testing Service In The Capital Of Hebei Province

Background: In the present study, the conditions of HIV voluntarycounseling and testing(VCT) clinics,counsellors’ professional quality,work attitude,difficulties in work and the evaluation of the personsseeking service on VCT service were studied. The objective of the studyis to find the current status of VCT service in Shijiazhuang city and studythe factors affecting efficient operation of VCT,through which we canexplore the methods and strategies to promote VCT service.Method: All of the VCT clinics in the jurisdiction of Shijiazhuangwere selected as the region of research.The whole leaders of VCTclinics,counsellors and clients of municipal centers for diseasecontrol(CDC) were interviewed by questionnaires designed by ourselves.The data has been input into Excel, and analyzed by SPSS16.0.Results: There are69VCT clinics in the study,69VCT leaders,123counsellors and109clients were interviewed, and effectivequestionnaires are69,123,105,the recovery rates were all100%, theeffective rates were100%,100%,96.33%.69VCT clinics has been established, of which23in CDC,24incomprehensive hospital,22in maternal and child health stations.59VCTclinics have early screening laboratory.55.07%VCT clinics have privatecounseling space,all of the clinics have private counseling space in CDC,25%VCT clinics have private counseling space in hospital,40.91%VCTclinics have private counseling space in maternal and child healthstations.11VCT clinics have archive cabinets without lock,of which4clinics come from hospital and7clinics come from maternal and childhealth stations.62.32%VCT clinics have special counseling telephone,allof the clinics have special counseling telephone in CDC,29.17%clinics have special counseling telephone in hospital,59.09%clinics havespecial counseling telephone in maternal and child health stations.50.72%VCT clinics have indication marks.Only17.39%VCT clinicshave high-grade equipment.60.87%VCT clinics have1-10clients everymonth,26.09%clinics have11-20clients every month,7.25%clinics have21-30clients every month,5.80%clinics have more than30clients everymonth.All the VCT clinics have123counsellors,with52.03%part-timecounsellors and71.54%women counsellors. The average age ofcounsellors is37. The average awareness rate of knowledge for HIV is80.05%±12.27%. By t and ANOVA test, statistical significance obtainedin full-time or part-time clerks, age, title and major.(P<0.05).93.50%counsellors ever received training. By t and ANOVA test, no statisticalsignificance obtained in training or not. While in training grade, statisticalsignificance is obtained.(P<0.05). In the VCT work,51.22%counsellorsare often affected by clients’ negative emotions,30.08%are worriedabout occupational exposure,60.98%have anxiety symptoms.If there is achance to choose,48.78%didn’t want to be counsellors.Giving outmaterials(brochures, folding, poker) is the common way of VCTpublicity.The publicity of VCT in female sex workers, men who have sexwith men(MSM) and drug users is difficult.Most of the persons seeking service obtained the VCT informationthrough network and friends, taking63.64%and17.05%.84.76%clientsare very satisfied with the service.“Getting HIV/AIDS knowledge” and“realizing their high-risk behavior and infection situation” are the mainharvest after the service.Conclusion:1The construction of VCT clinics in the of Hebeiprovince has formed a certain scale. However, construction of counselingroom needs reinforced in hospital and maternal and child health stations.Part-time counsellors are common in VCT clinics, and the utilization inmost VCT clinics was very low. The publicity of VCT in female sex workers and (MSM) is difficult and couldn’t promote the groups to makefull use of VCT service. VCT clinics should strengthen the application ofnetwork and peer education.2The quality of counsellors is uneven.According to therequirements of counsellors, provide further training for them to renewtheir knowledge and improve their skill.VCT work brought a lot ofpsychological problems to the counsellors.And many counsellors stilldisagree with the persons seeking service on their occupation, behaviorand values.So psychological and behavior guidance needs to be provided.3The clients’ dangerous behaviours are not well changed throughVCT service. So it is important to Strengthen the guidance of healthbehavior in services. Clients expect to get in-depth communication andpsychological comfort from counsellors, obtain the test result in a shorterperiod of time and through a more convenient way.
