With the social development, the importance of Chinese professional arts education in normal schools of higher learning in the new century has become more and more prominent in the whole national quality education. Presently as the running scales of art school expanding increasingly, great efforts should be made to improve the teaching quality and train qualified art talents. However, there are still plenty of unsatisfying problems in the teaching field. Briefly speaking, the following four points seem to be serious.First, the present teaching structure of arts education in teachers' college is not adoptable to the education in elementary schools. The feature of initial teacher training hasn't been highlighted. Second, there isn't a set of scientific, independent and perfect teaching system. Third, studies on the basic theory, the pedagogy, and the history of teaching development of arts are not sufficient, followed by the lack of relevent research and evaluation systems. And fourthly, the idea of lopsided stress on skills at the expense of theories' is quite prevalent.To solve the problems, one crucial step is to catch the crux of the matter and the key to start with. I think the root of various problems in arts teaching actually lies in the sterotyped view of "stress on skills at the expense of theories", because this one-sidedness not only leads to the neglect of art "theories " teaching, but eventually hinders the improvement of students' practical " skills ", which can be verified from some graduation art exhibitions of teachers' college leavers in recent years. Some artistic works really expose the superficiality, sloppiness, initation, seeking of novelty and slackness of art majors who have poor training of inner cultural and artistic qualities.So its necessary to have considerable reviews on the true connotation and significance of modern "arts education" . People should hold the idea that 'arts education', besides the essential teaching on " skills" and basic knowledge, involves many other aspects, like the education on aesthetic consciousness, moral sentiment,personality, creativity, art criticism and appreciation, to name but a few. Sothe teaching purpose has been promoted to the individual's self-fullfillment, which sets an even higher demand on education. One pressing task is to improve the overall cultural and artistic qualities of art students. In teaching, more emphasis should be put to the fundamental theories of line arts, such as the aesthetics, the history of fine arts, criticisms on painting and so on. In addtional, arts education should be examined within the whole national quality education systems, while setting timely teaching objectives that meet the needs of social development. The objectives should cover the training of students'good character and personality, balanced knowledge structure, practice abilities, aesthetic judgement, creativity and self-improvement.As we know, teaching objectives show the teaching ideas and purpose and direct the reform of teaching as well. Closely related to the courses offered at school and considered as the main reference to the choice and design of course content and textbook, they are eventually achieved through the implementation of course system in the teaching practice. So I think reform of arts education in normal universities should start with the reform of course system.As it is known courses serve as the means of the realization of education tasks and objectives and reflect the teaching plan and its implementation. In today's educational reform in China, course reform has been laid the focus. As to the reform of professional arts education in normal schools, quite a lot unique and illuminating suggestions have been put forward by same educators and experts. The essense of the reform is considered as the modernization of course system.
