The Mine-Right Recovering Movement in Shandong Province is an important part of the movement in modern China. Most of the research achievement at hand focused on clarifying the fact of the history, but lacking the origin of conflict and difference between the local government and esquire. This article tries to probe the subtle relation between the government and the society in the transforming period of the modern Shandong by the social-political model, the Mine-Right Recovering Movement as the cut-in point, dealing with the weak part.This article includes three parts: introduction, text, and conclusion. The introduction reviews and summarizes the actuality in the realm, explaining why choosing this subject and the material scheme. The text divides into three parts: the first one introduces the losing and recovering of the mines of Shandong Province, the reform on the mine administration in the end of the Qing Dynasty, which is stressed in the paper;the second one reviews that the local government's attitude and standpoint on the mine administration before and during the movement, reasoning series measure which was adopted by the government and the active effect;the third one briefly introduces the process of the esquire participating the movement, analyzing the reason which the esquire sparkplug this movement, the colony characteristics and shortcomings of the esquire, and pointing out some acts poisonous to the movement.The last part is the conclusion. The Mine-Right Recovering Movement in Shandong Province acquired some preparatory success, turning the situation which the Western Powers invaded and occupied the mine in Shandong Province, and playing the significant role in developing the national mining and industry. Nevertheless, in a transforming period, it was different between the government and the society that the cognizing degree to the rising sovereignty, and Shandong Province was the cradle of the Boxing Movement, anti-foreignism as the tradition, in this social environment, so this difference was natural, which affecting the impactof the movement.
