Since the 1980s, human resources and its management have attached great importance to gradually by most enterprises. After 1990s, HRM(Human Resources Management) has been greatly developed, theoretically and practically. With the challenge of the globalization, the knowledge economy and the information age, the global management stratagem of enterprises explosion the 21th century, should and will have significant influence to the HRM. Such influence was further boosted with the establishment of Euro-Market Community, North-American Free Trade Zone, and Asia-Pacific Economic Circle. The urgency of putting HRM under an international background has never been so important to enterprises.International management features itself distinctively. The international HRM not only considers the analyze, maintaining these features, and combining with other forms of HRM, but also, in the light of these features concerns the reforming and cultivating of new ideas to the old patterns and models. Thus, it is of practical importance to study the international HRM, with a direct purpose to boost the level of HRM and to improve the investing environment of international enterprises.Based on brief introduction to the definition of human resources and HRM, this paper first analyzes the new tendency of HRM in the new knowledge economy age, followed by the presenting of the concept of international HRM. In part II, through an analysis of the different variables that respectively affect international HRM and domestic HRM, it makes a comparison between the western model of HRM and the Japanese model. In part III, it presents, under the background of economic globalization, human resources stratagem of international HRM, the structural reformation of international enterprises, service-oriented HRM and cross-cultural management. Finally, based on an analysis of the present conditions and experiences of the human resources stratagem adopted of foreign enterprises in our country, this paper proposes several practical ideas to improve the level of domestic HRM.
