Research On Issues Of Reengineering Of Governmental Affairs Information Management Process In China

Under the impetus of the tide of informationization in the whole world, all the countries have begun to step up to develop and utilize the information. And in the information society, the government has the important position ---the community center of allocation of social information resources. The competitiveness of a country greatly depends on its governmental information ability. Therefore, leading by the government informationization, China is making great efforts to promote the process of informationization and it also attaches great importance to the development and management of governmental affairs information.In recent years, the rapid development of e-government brings governmental administrative environment a big change in china. Electronization administration environment is a great challenge for governmental affairs information management. If we do not sort out and reengineer the traditional information management process, it will become a bottleneck in the management of our government. Fortunately, our government and its departments at all levels have been aware of the problem, and also have reengineered the internal information management process in varying degrees. The most notable achievement is the establishment of the administrative service centers in local governments at all levels. In this context, this paper researches on the issues of reengineering of governmental affairs information management process in our country from the micro level. Combining with the practice, we sums up the problems and the key point in the reengineering, and further made some strategies to reference.Excluding the foreword and the conclusion, the text is divided into four parts.First part: The origin and connotation of the governmental affairs information management.Entered the information era, the government made great efforts to implement e-government. The using of administrative office software systems produced a radically change to the approach of governmental affairs information. Corresponding to the change in the administrative environment, our internal information flow also has variety in a certain degree. If we still using the traditional management process it will seems inappropriate and unfitness. The current information management process in our country only to reengineering can be an effective adaptation to the Electronization administration environment. The reengineering of governmental affairs information management process we mentioned here is that government departments re-planning the information management process to definitude the information flow from the inflow to outflow of the entire process, in order to make a significant improvement in efficiency and quality in governmental affairs information management, which based on the changes in operation processes after the launching of e-government. And the purpose of the reengineering is to adapt the administrative information management environment better, and triggers the reorganization of government agencies and other operation process reengineering activities.Second part: The Status and Problems of reengineering of governmental affairs information management process in China.In traditional organizations, the management of information is generally by manual, the process is designed according to the framework which includes the operation processes, the organizational structure, functions and objectives. It had been separated into many independent bodies, information in such organizations generally present an "isolated island" structure.The organization and management of administrative activities can't be finished well for lacking of the necessary exchange and coordination in various departments and works, and it also has difficult to provide the governmental affairs information service accurately and timely. In e-government environment, the reengineering of governmental affairs information management process in our country manifested mainly in the following aspects: 1. Further clarifying the origin of the governmental affairs Information; 2. Intensify the sharing of information in the management process; 3. Enrich and expand the scope and extent of information utilization; 4.Emphasis on the collection and use of the feedback; 5. In the reengineering of government affairs information management process, many departments start to building databases and database links; 6. After the reengineering, Many departments will start providing specialized information management or optimization of existing information management organizations.Although the government has making a great efforts to the reengineering, however, as the current management of governmental affairs information in comparison to the developed countries is still at the primary stage. There will inevitably be many problems in the reengineering of government affairs information management. These problems are mainly in the following five aspects: First, In the reengineering of governmental affairs information management process, many departments pay much attention to the reengineering of information flow simplexly, and neglect of the integrating the operation processes and information process, which made some information management process separate from the operation processes. Second, after the reengineering, some government functions related to the changes and adjustments are not reasonable, the functions and powers and responsibilities are not clearly defined in relevant functional departments. Day-to-day work of government departments and the administration need to address the growing amount of information. The cooperation among departments in operational activities requires us to plan and set a reasonable exchange access and interface among departments. Fourth, making a rational plan for parallel operation of the management activities and integrating the activities which are closely connected. Fifth, it is necessary to conduct a detailed needs analysis, and to develop implementation plans and reasonable steps. According to the situation to determine the actual implementation, and in a timely manner after the end of the implementation of the reengineering track, the timely processing of the application and review of the recycling to avoid blindness. Sixth, It is necessary to compartmentalize responsible for each tache strictly and rationally.
