Analysis On Ability Of Public Crisis Management Of China In Transitional Period

China has changed greatly in politics, economy and culture since 1980s. In this changing time, China has chances for her modernizing construction and challenges in social conflicts. Because of a long historical reason and social conditions, crisis and problems are distributed in all fields of politics, economy and culture. And a small problem might cause a big trouble wholly. Meanwhile, frequently occurrence of public crisis becomes a objective phenomenen of China today.As the representative of public interests/affairs and executive of public power, the government has the responsibility and obligation to take suitable means and methods to improve governing ability of public crisis management, thus to improve the level of public crisis management ,to provide good condition and assurance for the development of the society. The ability of public crisis management is an important indicator to measure government's management ability and a key to prevent the occurrence and reduce the loss of public crisis. So it is an important project for the government to improve its ability of public crisis management.The ability of public crisis management is studied in this paper based on the theory of public crisis. management. And some research methods as literature, comparative method and sample research are used in the paper. After a discussion of the background of public crisis management in China, the paper points out the necessity of public crisis management and gives solutions to improve ability of public crisis management for China government.
