The Investigation And Analysis On The Legislation System Of The Public Library

The public library in lifelong education plays an important role; it is the necessary supplement of school education. Society is changing fast. In order to keep pace with the society's development, people must change responsively. After finishing our school education, we need to reinforce the ability of self-study, which can help us to adapt the change of society. Public library provides an apt place to meet the needs of self-study.There is no such a national law about public library. Different public library has different administration system in our country. Based on the field work and questionnaire statistics, the present writer makes a survey of the readers' groups in four public libraries and from the readers' points of view, exams the administration systems. This thesis analyzes the problems appearing in the library administration from the legal perspective and makes a proposal about it.This thesis consists of three parts.The first part elucidates the library legislation's background and introduces the history and present situation of the library legislation. The purpose of the investigation originally is for answering a question that whether we should establish the library law. And then it explains the purpose, objective and content of the investigation.The second part is the primary part. It elaborates the content of the investigation and explains the result and the data which are obtained in the investigation. The forms in this part carry on the analysis process which helps to make the conclusion. This part investigates and analyses the possibility of the charging system, public welfare activities, and the public announcement system.The third part, in view of the investigation result, proposes suggestion to improve the institution of the public library and discusses the possibilities of the hearing system and the charging system. To clarify the scope of the charging procedure and to establish a library law may be the suitable ways to resolve the problems appearing in reality. It is the most important chapter of this thesis.
