Law is the foundation of the country.Library legal is the fundamental guarantee for the development of the library section.South Africa has a long history of public libraries and has developed a relatively complete system of library legislation.The constitution of the republic of South Africa stipulates that citizens' information acquires basic rights,the Promotion of Access to Information Act is a direct improvement and powerful guarantee for the human rights of information access.Both provide the basic legislative basis for South African library legal;the "legal deposit act" establishes a national cultural heritage preservation system,the "national library of South Africa act" clarifies the responsibilities of library business centers,and the "South African library for the blind act" guarantees the service needs of disadvantaged groups.The "national council for library and information services act" provides a consultation institution at the national level for the library industry.The concept of corporate governance is fully implemented in the current library acts of various ministries.In legislation,it upholds the principle of statutory rights,ensures that the powers and responsibilities are clear,and performs its duties in carrying out its work,achieving effective checks and balances.This paper uses the historical research method and case study method to sort out the history of public library development in South Africa for the past and to introduce the current legal system of libraries.The National Council for Library and Information Service Act(2001)and the council established under the act were selected as case.in-depth analysis of its legislative basis,legal improvement,main content,operation practices and major achievements,and finally summarizing the South African library legislative system and corporate governance structure,with a view to providing provide some suggestions of librarianship and corporate governance in China.
