The Investigation And Comparative Study On Local Library Laws In China

Public library plays an important role in preserving cultural heritage,information acquisition,knowledge service and social education as an important base of human spiritual civilization.In the information society and the era of knowledge economy,library social activities need to be standardized through legislation,so that the main body in the legal exercise of the rights at the same time,bear the obligations,which is the practice of exploration of the legal environment of library in the world.However,there is no national library law in China at present,and there are still many deficiencies in the form and content of the enacted local library laws,which need to be further improved.In this paper,26 local library laws in China's provinces and autonomous regions have been adopted as the research object,takes the literature investigation method,network survey method,content analysis method and comparative analysis method,first introduces the development process of library legislation in our country,discusses the connotation of local library legislation,investigates and analyzes the current situation of local library legislation in China;Second,from the two aspects of form and content oflocal library laws to conduct a comparative study,by comparing the similarities and differences between the laws,analysis of the progress and lack of legislation;finally,puts forward specific strategies in combination with the actual situation,by refining the laws,improving the legislation on the governance system,the library funds guarantee system,the reader's rights,the local characteristics legal deposit system,the professional qualification certification system,the legal responsibility and other measures,hoping to provide new reference for local library legislation and the enactment of the national library law.
