Since the 20th century, 90 years, global business network comes to spring up, the Networked organizations have been generally used. More and more people study and live in the network work, community is turning a new stage of development - the network society. Social networks in career development has become an important and hot research field. For career development, a lot of people think this is a personal matter, such as personal interest, knowledge, background, etc., and his success depends on their own efforts, diligence and talent. However, a growing number of scholars proved that personal career development closely linked to advisory network, and the most direct realization of advisory network is social networks structural. Thus, when examining personal career development, it should be recognized the premise of individual ability, pay attention on the role of "advisory network" which represent "special-ism" rules. In this study, we send the questionnaire to civil servant from typical characteristics on regional economic development in Jiangsu of Nantong, Lianyungang, Suzhou and other places to investigate and gain the data and informations. Then specifically describe the social network size, centrality and strength of current civil service groups. Thus to analyze the mechanisms of the advisory network how to impact career development, correctly assess the effectiveness of advisory network in the civil service career development, and proposed policy proposals to enhance the civil service career development through the advisory network.
