As the most close administrative organization to general people in China, basic government provides the direct service for ordinary people. In addition, Basic government is the most important bridge between the Chinese Communist Party, central government and the public. Grassroots civil servants are those who implement all policies of the CPP and our country, besides that, these servants are the fundamental human resource guarantees of basic government’s normal operation. Their comprehensive qualities and working conditions relate directly to the efficiency and effect of basic government.90% civil servants in China are those cadres below section-level,60% are below county-level. How to make those basic civil servants have opportunities to get promotions just like general cadres needs to be addressed in the construction of civil servant system. The CPP’s report in 18th NPC puts forward the idea to deepen the reform of the cadre and personnel system and build the high-quality ruling cadres. So, this thesis intends to take Heilongjiang province’s civil servants’ conditions as examples. And it studies their career development. I hope this study would help perfect the human resource management of the government, unleash basic civil servants’ inner potentials and improve their service abilities and qualities.First of all, this thesis introduces the theoretical achievements related basic civil servants’ career development and it makes a comprehensive definition of civil servants at the grass-roots and career development. For breaking the barriers in the career development of grassroots civil servants in Heilongjiang province, this thesis summarizes the main influencing factors in the grassroots civil servant’s career development, tries to describe all these factors, uses Spass17.0 and six counties’ grassroots civil servants’ results of the survey analysis. In the end, it finds the key factors and the specific influences in the career development of these civil servants, and puts forward the targeted specific policies at personal level, government’s level and social level. At the personal level, basic civil servants need to have a clear self-awareness and we should improve the grassroots civil servants career management system. At the national level, reasonable salary system, subsidy system, and promotion mechanism which matches positions and ranks accordingly. Government should refine the civil servant assessment system in Heilongjiang province and strengthen the classification of civil servant training system. At the social level, we need to improve the family support and establish the correct social values under government’s guidance.etc.
