Since the new century, with the further deepening of the reform of higher education and the tremendous changing at home and abroad, our colleges and universities have facing the dual challenges of survival and development. The educational quality is the base of survival and development in the universities. Now the urgent task is to improve the quality of teaching. The improvement of teaching quality needs the organic bond of teaching and management, not the emphasis of one side only. Through effective management, we may make the most of integrating limited resource in the university, create a nice teaching environment, ensure teaching job running in order and high-efficiently, promote the reform and innovation of teaching, and therefore make the purpose of improving teaching quality. Most of the teaching managers in universities are teaching secretaries, who are direct organizers,managers and executor of teaching work. It's nature that strengthening teaching management and improving teaching quality has close connection with a team in which teaching secretaries with rich knowledge and skills about management. However, according to current situation, teaching secretaries haven't been gotten enough attention and the current situation of low total quality hasn't improved efficiently. Authors hope to answer the following question through this research: what is the root of which the problems of teaching secretary team haven't been resolved? What kind of teaching secretary team should been built? And what is the effective way to build the teaching secretary team in colleges and universities?This research takes Ningbo University as an example. First of all, action research is taken because author of this research are doing teaching secretary work. Being a researcher and a participant, author has a better understanding of teaching secretary work and easy to grasp relatively detailed first-hand information. Because the action research is difficult to avoid Subjectivity, the author of this research investigates further to improve the reliability and validity of the thesis, in which includes questionnaire, interview, file, and so on. The author of this research investigated all the teaching secretaries in 18 faculties of Ningbo University by questionnaire surveys, which effective rate is 94%. In order to get more information, authors also select some people who are doing the teaching secretary's work now and those who used to do it for interview. Several methods verified each other to improve the reliability and validity of the research. In addition, authors make literature review about the research with the hope of strengthening the general meaning.Through the investigation of teaching secretaries in Ningbo University has been analyzed the present situation and the root of the problem. There are several problems as follow: Firstly, the structures of the team specialty, school record and knowledge are unreasonable, and the overall quality is somewhat low; Secondly, the troop is unstable, and the brain drain is serious. Thirdly, the specialized knowledge is insufficient with lack of training. Fourthly, the scientific research and innovation ability are not strong. The root of above questions from ideological deviation is: University is not pay great attention to the building of teaching secretary team and the ideological deviation of teaching secretaries themselves. The root of above questions from the present system and policies is: Firstly, the selection and appointment of teaching secretaries haven't the restriction of rational and efficient system; Secondly, the job is too heavy but the salary is too low, and the job is lack of Professional attraction. Thirdly, the space of the Professional development is too small to reflect the own values of persons; fourthly, lack of standardized and scientific system of Performance management; fifthly, the chance of training are too little for the lack of the job training system. Sixthly, the environment of research is not favorable. On this basis, the article holds the opinion that specific measures to strengthen the building of the teaching secretary team are as follows: Firstly, to strengthen awareness and put emphasis on team building; Secondly, to accelerate the reform of personnel system in university, and optimize the structure of teaching secretary team; Thirdly, to improve the performance appraisal system and salary management system; Fourthly, to promote the professional development of teaching secretary; Fifthly, to improve job design and enhance the attractiveness of the profession.
