An Investigation On The Current Situation Of Chinese Medicine Personnel In Community Health Service Center In Beijing

Objective:In reference to the relevant policy document on community of TCM personnel, make a survey about the basic situation of TCM personnel in Beijing. Analysis the difference between urban and suburban、demonstration and non-demonstration of TCM personnel Analysis of the relationship between the community Chinese medicine outpatient quantity and personnel factors,and provide reference for the further development of community Chinese medicine.Methods:Combine literature research and questionnaire survey. By the methods of literature research, classify possible personnel influencing factors of community development of traditional Chinese medicine, sort out policies and measures about community of TCM of countries and the ministries in recent years, design questionnaire.34 demonstrations and 38 non-demonstrations, which are decided by stratified random sampling, the center of the surveyed distribute in urban area and suburb. Use SPSS 19.0 analysis the data.Contents:Current situation of traditional Chinese medicine personnel in community health service centers, the implementation of policies and measures, compare differences between urban and suburban、demonstrations and non-demonstrations of traditional Chinese medicine practitioners, analysis human factors which is highly related with traditional Chinese medicine.Results:(1) TCM doctor is 100% distributed in community health service center, and the ratio of TCM doctor in all practitioners has increased. The proportions of medical practitioners in all practitioners have basically met the 20% of policy. The average proportion of General practitioners of traditional Chinese medicine in general practitioners and TCM doctor has reached to 50% and 20% according the policy requirements.(2)Medical practitioners of traditional Chinese medicine education are mainly concentrated in the undergraduate course (39.9% to 49.07%), followed by the college and master, and doctor. There are no difference between demonstrations and non-demonstrations. Much more highly educated person distribute in city than suburb.Compared with the practicing doctor’s degree, medical practitioners of traditional Chinese medicine education structure in a slightly higher.(3)Title mainly concentrated in the intermediate and primary division, the proportion of demonstrations and non-demonstrations、urban and suburban is between 68.46% and 75.70%, and the comparison of two groups of title structure are undifferentiated, both between practicing doctors and medical practitioners of traditional Chinese medicine.The average of intermediate title or above are two or more in Beijing. (4) college graduates and trained internal personnel are basic human resources in community, others are little experiencing community workers from outside. Due to the preparation of registered permanent residence, small welfare and development space, the recruitment of talent is difficult. In recent three years, traditional Chinese medicine personnel are relatively stable; the possible reasons of unstable are benefits and development space.limited Development space and future are important in community personnel, their ratio in influencing factors is about 19% and 19%.(5)According to the survey, excepting few center, the vast majority of people attend training, the proportion is about 60% of trained person above 90%. More than 70% of general practitioners on-the-job training get certificate, the proportion of post training of general practitioners of traditional Chinese medicine effect is good. (6) General practitioner’s main station is general, and the majority of general practitioners of traditional Chinese medicine and TCM stay in the position of traditional Chinese medicine. About 63.16% to 76.92% centers believe that ability differences are existed in General practitioner and general practitioners of traditional Chinese medicine, which mainly displays in the emergency department, diagnosis and treatment and basic knowledge. More than 60% of community centers think that ability in different degree have difference. The differences are basic theoretical knowledge, clinical practice, the diagnosis of disease and treatment service ability, etc.Conclusions:Configuration of the basic has reached the average level of policy requirements, the structure of education and titles have been optimized. There are no differences between demonstrations and non-demonstrations, gap mainly between urban area and suburbs, city are better. Staff is relatively stable; there are difficulties in recruiting and technical upgrade accounts of authorized strength、benefits and career development, etc.The strongest correlation with the community TCM service is the number of intermediate professional titles and the introduction and training of personnel.
